Remarks

We took off Fresno at around 2:30pm. We experienced low battery voltage indication from the departure. We started experiencing engine buffeting about 30 minutes after departure. We canceled the flight and flew back to Fresno (the first LOC app. at FAT.) The engine buffeting stopped on the way back to Fresno.

We had a wonderful mechanics at Fresno. They found that the alternator belt was not tight enough due to rain so that it was slipping and could not provide enough electricity to the battery. They checked spark plugs and did not find anything wrong except bare lead wire. They anyway fixed the bare lead and checked engine worked fine.

After all done, we took off again at 5:40pm. It seemed we flew into a low pressure system and could not climb to the assigned altitude 8,000 feet. We got a reroute clearance at around 10NM East from PXN. We also got a delayed vector for LOC-DME app. to Palo Alto.

Ranway 13 was in use and I had to execute a circle-to-land. There was a piece of cloud at around 600 feet although the ceiling was 1500 feet and I almost lost the runway.
